In a post-conflict country , the emergency of certain economic sectors has revealed the relevant problem of qualifications of local labor necessary to the development of the country. This problem more seriously concern the mining sector where only the use foreign labor has been somewhat mitigate skills shortage. It is therefore a great challenge for the state but also for private companies working in the field of valuation of the national labor.
